Embassy & Consular Services — What They Can & Can't Do
Most tourists never need their embassy — until they do. Lost passports, serious illness, arrests, deaths abroad: these are the situations where consular staff matter. Here's what your embassy actually does, what it doesn't, and the contacts you need.
What Embassies Can Do
- Emergency passports — replace lost/stolen passports, usually within 1–3 days
- Hospital liaison — coordinate with us and hospitals; ensure you're getting appropriate care
- Locate citizens — if you're missing, your family contacts your embassy to find you
- Emergency repatriation — coordinate medical evacuation home for serious illness/injury
- Legal referrals — if arrested, they provide a lawyer list and monitor your case
- Death abroad — arrange body repatriation, coordinate with family, and handle documentation
- Crisis assistance — evacuations during natural disasters or political instability
What Embassies CANNOT Do
- Pay your medical bills — that's your insurance's job; embassies only coordinate
- Get you out of jail — they ensure fair treatment but can't override local law
- Pay for hotel, food, or transport — emergency loans exist but must be repaid
- Provide medical treatment — they're consular, not clinical; we handle the medicine
- Replace your insurance — they can't pay for evacuation if you're uninsured
- Fast-track visa issues — visa problems go to Nepal's immigration office, not your embassy

Register Before You Travel
Most embassies offer traveler registration (e.g., US STEP, UK LOCATE). If something happens — natural disaster, missing person case — they know where you are. Registration takes 5 minutes and could save your life. Register before you leave, not after something goes wrong.
The Safety Net You Hope Not to Need
Your embassy is the institution that exists for the scenarios you do not want to imagine — the earthquake, the lost passport, the legal trouble, the medical emergency that requires repatriation. It is not a rescue service, a bank, or a hospital — it is the governmental presence that coordinates when the crisis exceeds local capacity. Registering before you need it is the preparation that matters.
Embassy services for travelers
- Emergency travel documents — lost passport replacement
- Crisis evacuation — earthquake, civil unrest, natural disaster
- Repatriation coordination — serious illness or death
- Legal assistance — arrest, detention, local law navigation
- Family contact — emergency communication when you cannot reach them
The Registration Imperative
Embassy registration programs (US STEP, UK LOCATE, others) take 5 minutes online and make the difference between being accounted for in a crisis and being an unknown. When the earthquake hits, the embassy reaches registered citizens first; the unregistered are invisible until they surface. The registration is not bureaucracy — it is the insurance policy that costs nothing and may matter everything.
What the Embassy Can Do
Embassy functions for the citizen abroad: the emergency passport issue (lost/stolen passport replacement), the consular assistance (the arrest, the medical emergency coordination, the death), the notarial services (the documents that require the official certification), and the emergency contact for the serious situations. For the traveler in distress, the embassy is the official lifeline.
What It Cannot Do
The embassy does not: provide medical care directly (they coordinate with the local facilities), pay for medical care or evacuation (the insurance or the family pays), provide bail (the legal system of the host country applies), or override the local law. For the expectations, the embassy's role is the consular support, not the rescue service.
What They Can't Do
Embassies cannot pay the medical bills, provide the medical care, arrange the evacuation (they may facilitate but not fund), get you out of the legal trouble, or act as the travel agent. For the medical emergency, the travel insurance is the funding; the embassy is the coordination.
The Major Embassies
Kathmandu embassy locations: the US Embassy (Maharajgunj), the UK Embassy (Lainchaur), the EU representation, the Indian Embassy, the Chinese Embassy, and the Australian Embassy (in some cases the honorary consuls). For the emergency contact, the embassy that is registered and accessible.
What the Embassy Cannot Do
Embassy limitations: cannot provide the medical care, cannot pay the medical bills, cannot provide the emergency funds (the loan may be available in the extreme), cannot arrange the evacuation (the insurance that arranges), and cannot replace the lost medication (the pharmacy that fills the prescription).
The Emergency Role
For the serious emergency: the embassy can notify the family, provide the list of the local medical providers, and assist with the passport replacement for the travel.
The Emergency Contact
Embassy emergency contact — the 24/7 emergency line that is available for the citizen emergency. For the citizen in the distress, the embassy's emergency line.
The Notarial
Embassy notarial services — the document authentication, the affidavit, and the power of attorney. For the citizen's legal documentation, the embassy's notarial.
The Emergency
Embassy emergency — the passport loss, the arrest, the serious injury, or the death that is assisted. For the crisis, the embassy that is contacted.
The Notarial
Embassy notarial — the document that is notarized, the affidavit that is sworn, and the consular service that is provided.
The Document Fee
Embassy document fee — the passport ~$110-165, the emergency travel doc (the consular that is charged). For the lost document, the replacement that is costed.
The Notarial Fee
Embassy notarial — the ~ $30-50/act (the certification that is priced). For the document need, the service that is budgeted.
The Document Cost
Embassy document — the passport ~$110-160 + the notarial ~$50 (the reissued that is priced). For the lost, the replaced that is the cost.
The Visit Cost
Embassy visit — the appointment + the transport (the Kathmandu that is the logistics). For the consular, the arranged that is the route.
What can my embassy help with?
Emergency services: lost passport replacement (emergency travel documents), citizen evacuation during crises, repatriation coordination for serious illness/death, legal trouble assistance, and contacting family in emergencies. They cannot: provide medical care, pay medical bills, or override local law — the embassy is a coordination point, not a rescue service.
Should I register with my embassy?
Yes — embassy registration (STEP for Americans, similar for others) means they know you exist and can reach you in emergencies. For a country with earthquake risk, political instability, and remote regions where you may be uncontactable, the registration is the difference between being found and being invisible.
What if I lose my passport?
Report to police (get a report for insurance), contact your embassy immediately for emergency travel documents, and know that the process takes days — you cannot trek while waiting. The passport loss on day 2 of a 14-day trek is a crisis; the embassy is the only path out.
Where is my embassy in Kathmandu?
Embassies are concentrated in the diplomatic area near Lazimpat/Baluwatar — US, UK, Canadian, Australian, and others are in Kathmandu proper. Check exact addresses before travel; know their emergency contact lines (24-hour duty officer for after-hours emergencies). The embassy is not in Thamel — it is a taxi ride away.
What is the difference between embassy and consulate?
Embassy is the main diplomatic mission in the capital (Kathmandu); consulates are smaller offices in other cities. Nepal has embassies in Kathmandu; consular services are centralized there. For citizens, the distinction is administrative — the Kathmandu embassy handles all services.
